" Illinois' comptroller said Monday he will halt nearly $2 million in payments due Accenture Ltd. pending a recommendation on the propriety of the state doing business with a technology consulting firm incorporated in Bermuda.
Comptroller Daniel Hynes said he asked the state's Procurement Policy Board to clarify whether the state should be doing business with U.S. companies that chose to incorporate outside the United States. "

"Becky Carroll, a spokeswoman for Gov. Rod Blagojevich's budget office, said Accenture was paying Illinois income taxes as part of its contract with the state"

-- That's Rod for ya, as long as the state get it's then it is all fine. Then again by having Danny! do this the state gets to hold on to some cash a bit longer.
