From the Daily Herald:

"Gov. Rod Blagojevich's delay in naming a gaming board was cited Friday as a reason why Emerald Casino should be allowed to intervene in a lawsuit by Attorney General Lisa Madigan against the Illinois Gaming Board."

-- A private corporate entity now feels it has the right and duty to defend a state entity in litigation because the state entity is unable to defend it's self because the governor can't appoint enough members for said board to have a quorum.

Real economic victims because Blagozo has a hard time appointing boards.
