Edward Hospital CEO and President Pamela Meyer Davis wore a hidden microphone provided by the FBI to record a conversation with Jacob Kiferbaum, founder and president of Kiferbaum Construction, sources said.
Davis met with Kiferbaum at the Egg Shell Cafe in Deerfield and recorded him saying he was friends with board vice chairman Stuart Levine and other planning board members, sources said. Kiferbaum also told Davis that Edward's application would be rejected unless Edward hired his firm to build the $169 million hospital in Plainfield, sources said. Edward declined to use Kiferbaum.
So the president of Edward Hospital wore a wire, man this is strange for even Illinois.
Then there is this little thing from the Trib
Officials for Mercy Health System in Janesville, Wis., recently said they were cooperating with a federal inquiry into events involving Mercy's attempt to build an $81 million hospital in Crystal Lake. In April Mercy received planning board approval for its construction, even though the board had previously rejected the project and its staff continued to recommend against it.
Mercy first filed its application with the board in July, and in September it retained the firm of Greenberg Traurig to lobby for it. Lawyers for the project included Herb Franks, whose Marengo law firm includes his son, state Rep. Jack Franks (D-Woodstock). Greenberg lobbyist Noonan has served as campaign manager for the younger Franks in two House election battles.
Campaign disclosure reports show that Franks received contributions of $1,500 from Kiferbaum Construction in mid-February. About a month later, the planning board approved the Crystal Lake project, which it had previously turned down.
Getting a law firm that had the Marengo law firm of the local state rep and his father was an interesting move. Again I am sure this was just because they were the best firm for the job not for any 'realtionship' and the aproval over staff objections is nothing to look into. This was the first new hospital the board had aproved 25 years.
If I read SB 1332(pdf) correctly (passed during the Blago years) it gave Blago the right to appoint the entire 9 member board ( see lines 30 - 34 page 9) so this is Blago's board. So if it turns out they are involved in shenanigans he can't blame others, it is his board, he signed SB 1332. He gets to pick the Chairman (page 10 lines 29 - 30).

-- So here is a summary of everything as I understand it.
We have a board proces that may be so corupt that it appears (if you belive what you read) the president of a hospital wore a wire.
We have a board that approved the first new hospital in this state in 25 years, against the recommendation of it's staff, after it orginally voted it down.
We have a board that was reformed by SB 1332 that gave the governor the right to appoint the entire board, after the new board was apointed. The board started getting lobbied by people with a connection to the governor.

This is Blagozo's board, so he can't blame Mike Madigan, he can't blame Republicans, he can't blame George Ryan this is his bed and he needs to step up and deal with it.

Film incentives continue to bring productions to Illinois
CHICAGO, Ill.— Gov. Rod R. Blagojevich today announced four new films will be produced in Illinois and the Chicagoland area this summer. "Roll Bounce," "Intimidation Game," "Amityville Horror," and "Dee Dee Rutherford" are the movies slated for production this summer.
“We’re excited to have four major productions filming in Illinois. Illinois is home to thousands of talented people on both the technical and creative sides of the film business,” said Governor Blagojevich. “I congratulate our Film Office and members of the local industry for doing such a great job of marketing our state’s assets to filmmakers across the country. In the past year, we’ve seen an increase of more than 200 percent in revenue generated from film productions in Illinois.”
In the fall of 2003, Governor Blagojevich signed into law a new tax incentive designed to attract the film industry back to Illinois. The new law provides a tax credit equal to 25 percent of the wages paid to Illinois residents working on television and film projects shot in Illinois. In order to qualify, productions of 30 minutes or more will have to spend at least $100,000 on Illinois labor. Other, shorter film productions may also qualify for the incentive.
“Governor Blagojevich’s tax incentive program has had a great effect on Illinois production and has been the key to increasing our marketability and success at bringing the film industry back to Illinois,” said Jack Lavin, Director of the Department of Commerce and Economic Opportunity. “I’m thrilled we are able to announce four films that will be in production in Illinois over the summer, which will have a direct effect on creating jobs and dollars for our economy.”
-- To heck with the fact that Illinois has slower job growth than the nation (pdf) we have money to give tax breaks to the film industry that at best creates temporary jobs within the state. However we are willing and able to start taxing the fuel used by forklifts and tax trucks out of the state.
Then again you give Hollywood a tax break it makes it easier to raise money there. If nothing elese really stupid timing on the press release. We don't have enough money to keep the St. Charles youth center open, but we can subisidize the filming of the Batman prequel.

For the really, really geekey of you out there like me. C-SPAN is showing CBC coverage of the Canadian election. Parlamentary election coverage is interesting to watch, if nothing else when the BBC covers a UK election they have really cool graphics.

My Thoughts on who will be the Replacement (Part I) since I may see one of the 19 who get to make the call sometime this week I may revise what I write.
1) Steve R., his laundry (DUI) has already been aired out, liked within the party. Showed he can do fairly good with a little.
2) Ron Gidwitz: Can self fund and that will be helpful. However I think we will not take the risk on a non-vetted guy at this point.
3) Justice Bob Thomas: Has some name reconition, loved by the right wing of the party also has been vetted by his Judge election.
4) Chris Lauzen: Strong fiscal conservative and I suspect in terms of a voting record in the state senate is he is the anti-Obama. Has run statewide before so he has some name reconition. My long shot.
5) Andy McKenna: Why not? Lots of reasons, but he is still in my top 5 right now.
6) Sen. Fitzgerald: Don't see why he would want to at this point however he is the man holding the seat today so he should be in the top 10.

7) Tom Roser: Could self fund and would get some money and a lot of right wing foot work.

"The caucus almost uniformly finds appalling the governor's approach to pass the budget through the court of public opinion by trying to demean the caucus and demean individual legislators and demean this system," said state Rep. Lou Lang, D-Skokie, an assistant majority leader. "He has been afforded the opportunity on several occasions within the last 24 hours by several people to either repudiate his comments or apologize for them."

The Blagojevich administration later insisted the governor had no knowledge of any such effort and repudiates the tactic. Further, a top aide to the governor suggested it might be the handiwork of Republicans.

After last week's front page headlines over unsealed divorce record in the Republican Illinois senate race, media outlets now face a dilemma: What to do about Democrat presidential hopeful John Kerry's sealed divorce records!
The race is on in political and media circles to gauge the import of Kerry's sealed July 25, 1988 divorce from his first wife, Julia Stimson Thorne.
TRIBUNE, which successfully sued a court to gain access to Illinois Republican Jack Ryan's divorce papers and child custody records [over the objection of both Ryan and his former wife], is considering a similar push on Kerry, the DRUDGE REPORT has learned.
[TRIBUNE owns WLVI-TV Channel 56 in Boston. It could use its Massachusetts connection as a jumping point to petition the court which granted Kerry a divorce, sources explain.]
Other news outlets may soon follow.

The Kerry campaign late Sunday called any old divorce digging a game of political "gutter ball."
"This is a trash hunt," said a senior Kerry source, who asked not to be named.
"No, I do not have a clue what is in the papers," explained the source. "But it is none of my business. And its none of your business, or any one's business... You're playing a game of gutter ball, Drudge."
-- Ok besides the feelings of Schadenfreude this is going to bring on if I felt it was wrong to do this to Jack Ryan then I guess it would be wrong to do it to Kerry as well. I guess my question is since the Tribune has sent a precedent for this, do they have an obligation to follow it for Sen. Kerry . Mr Zorn?

One Man offers some quick thoughts on some names to replace Jack! including some suggestions of my own.
Jane Thompson: This one makes no sense to me.
Jim Thompson : Interesting idea, however it has been a while since he was Gov. and the Holliger board stuff would be a showstoper at this point.
Jim Edgar: Our best bet, popular Gov. could make it a race with Obama, but I doubt he would be willing to run.
Andy McKenna: We need a vetted guy at this point. Also the fact he has worked almost his entire life for his dad is a minus. Also has all the personality of wood.
Chris Lauzen: Would appeal to the right wing of the party, has run statewide (Comptroler). Is the anti-Obama on most issues and I think he could attract some outside money due to his strong social conservative record. A bit too hard right for some people. But he has done the statewide thing before so he knows how it works. It would never happen but I think it would be a good idea to at least look at him.
Jim Oberweis: If you can't win the primary after two tries, also I think it would be tough for him to get past the helecopter ads. Also he would get little support from the White House.

First I undestand why Jack Ryan dropped out of the race and I realize what had happened made the race almost unwinable for him. Having said that, I am still disapointed he did. I think he would have made a good senator, and was looking forward to watching him get his Lincoln/Douglas on with Obama. I hope that Senator Obama will make the same offer to whomever is running.

How about Paul Vallas, I know he is a Democrat but he would still be a good choice. Chris Lauzen, would help get the right wing back involved, has run statewide and ideologically the anti-Obama.

Based off of the Rasmussen poll for the Southtown I think we need to convince Jim Edgar to run for Senate if Jack drops out (I am still thinking he is going to say, to heck with you and write himself a big check and stay in the race). There is some question if we can even replace Jack if he does try to remove himself from the ballot.

My buddy Jay Lavine on CBS 2 mentioned two other names to replace Jack!. Supreme Court Justice and former Chicago Bear Bob Thomas and former first Lady of Illinois Jayne Thompson.
I think the so-called Austin Mayor has our replacement man if we need one.

"Day one of the special legislative session to try to hammer out a budget deal ended up with the House going home and the governor demanding they march right back to Springfield, NBC5's Darren Kramer reported. The day started with leaders from both parties gathering in the governor's office to make budget headway, but that meeting didn't last long. After half an hour, House Speaker Michael Madigan stormed out of the office.
'I'm going to convene a special session,' Madigan said.
He did that by immediately calling the House into recess. With nothing to vote on, there was nothing for the House to do, so he sent legislators home until Monday.
'There will be nothing for this chamber to do today and probably tomorrow,' he said.
An hour later, Blagojevich fired back, calling another special session for noon Friday to keep House members in Springfield.
'That's why I called a special session yesterday,' he said. 'And that's why I am calling another special session today -- so the members of the Legislature stay here in Springfield and finish the business of the people.'"

Not only did I write about this years ago, I wrote about it BEFORE the Republican primary again. And I also wrote about Blair Hull going back to last August, long before he was on the radar of the general public.
I talked to a person whom you all know and who used to work at Veritel, and we have to be careful about guilt by association, but Mr. Chris Tomes was into some pretty weird stuff and the women in the office used to talk about it. If were a political reporter in Chicago, I would want to track down some people who know first hand what went on.
I got a call from Charlie Maclravy (I know, a vowel or two is missing here) who is a reporter with ABC-7 News about 2pm on Tuesday afternoon. There is no truth to the rumor in order to appeal to his new base as well as the farmers of Illinois that Jack is using Sex Farm as his new campaign song.

The budget crisis is getting real considering that Blagozo is letting the state sell this asset, since it include something from Elvis.
They are going into special session, doesn't appear they have an agrement but it is a nice way to get everyone (besides Blagozo I suspect) down to Springfield.
It is also nice to have someone besides Jack to blog about.

Ok, it looks like Jack isn't going to quit. So we have to deal with it and move forward. I guess one question I would have is can anyone name someone who would be willing to take his place who would have a chance of beating Obama? They are sharing on GOP on GOP love over at the leader about Oberweis. So if not Jack then who. It was going to be tough, it's now going to be tougher.

What I have a problem with. First, I don't see how custody records are really anyones business and the fact it had to come out bothers me in some way. However the fact this wasn't dealt with in a different way earlier (before the primary) also bothers me.
That having been said, I think the problem with what is alleged is that it is in fact 'creepy'. If it had been something like him being unfaithful it would be easier to accept in some ways than what she claims.
Either A, you accept his statement in the documents that what she says is not true, in that case he just got jerked over by his ex-wife. He is not the first guy that has happened to nor will he be the last.
B) Her allegations are true, and even if they don't violate his wedding vows they are seriously creepy and then some and even if they are irrelevant to his qualifications to be a US Senator they are just strange.
I like Jacks background, I like Jacks positions and I know Jack would make a good senator and I am going to work to make that happen. It's going to be a lot harder now.

Ok, I have been thinking about this. My brother (the democratic black sheep of the family) suggests we look for another candidate who has the first name of Jack! since we already have the signs.
However, I feel this can be the start of a younger more hip and progressive GOP. Proof that we can look beyond traditional family values and appeal more to people who watch the higher numbered cable channels.

When I was elected Governor, I made a promise to the working people of Illinois that I would fight to protect those things that are most important to them and their families � their health, their safety, and the future of their children.
Back in February, I presented the General Assembly with a balanced budget for the coming fiscal year. My budget will invest $600 million more in health care for working families, seniors and children. My budget will invest $400 million more in the education of our children. My budget will send 8,000 at-risk children to pre-school. My budget will give more money to state police and to investigators to help keep the people of Illinois safe."

Chicago Tribune | Ryan won�t appeal release of potentially embarrassing divorce papers: "Senate candidate Jack Ryan decided today not to appeal a California court's order unsealing potentially embarrassing child-custody records stemming from his 1995 divorce from television actress Jeri Lynn Ryan.
Ryan said in a statement he and his former wife were 'disturbed and angered'' by the decision Thursday from Judge Robert Schnider of Superior Court in Los Angeles.
'But after reviewing all of our options, we have decided, as a family, not to appeal the judge's ruling,'' the Republican candidate said.
'Accordingly, we have instructed our attorneys to indicate to Judge Schnider that we do not intend to appeal his decision and we would like to move as quickly as possible to put this behind us,'' he said.
The release of the child-custody records could deliver a powerful blow to Ryan's campaign against Democrat Barack Obama for the U.S. Senate seat being opened by the retirement of Sen. Peter Fitzgerald, R-Ill.
It also is embarrassing to Illinois Republicans already stung by corruption that investigators found in the administration of former Gov. George Ryan, who is now facing federal racketeering charges. He is not related to Jack Ryan.
Schnider said making the records public would prove harmful to Ryan's 9-year-old son, Alex, and could prove embarrassing to the former investment banker and teacher. But he said the public deserved to know the contents. The Chicago Tribune and WLS-TV had asked the court to unseal the records."

Which means, in effect, that Ryan has been exploiting his son's innocence, using it as a shield behind which to hide.
It looks as though his argument amounts to 'publication of embarrassing information about me in court files about me will traumatized my son, therefore that information should not be published.'
One response to that is, well, daddy-o, you should have thought of that before you engaged in the embarrassing conduct.
Another is, well, daddy-o, you should have thought of that before you decided to run for the U.S. Senate.

Among them were a tax on fireworks and a tax on methane gas captured from landfills. A suggestion to raise the cigarette tax by 50 cents per pack was almost immediately rejected."

Gambling tax nets less than predicted: "With only a month left in the fiscal year, gambling revenues for the state are bringing in about half of what the governor's budget office originally predicted.

It looks like Jack Ryan and Barack Obama want to get their Lincoln/Douglas on. Read about it at the Obama blog, they are asking for suggestions on what to talk about. That should be an interesting thread.

The Ryan-Obama poll numbers that came out recently are here. A few interesting things in the numbers when you look at them in depth. First and foremost, the numbers look better than they have in the recent past. So perhaps the issues down in Springfield have started to have an impact on Obama's numbers, or with the stalking thing fading from the news most people who have forgotten about it.
First interesting number. That 25% of conservative voters are supporting Obama and 21% of liberals are supporting Ryan. With margin of error that is about the same has you see for Kerry vs. Bush in this state as well.
Second interesting number the 'downstate' numbers. Kerry is doing better downstate than Obama is, if anything is showing the OneMan thoery that is. I don't think it is a race thing.
It will be interesting to see more numbers in the next few weeks. I will ofer some more thoughts in a while, I need to go do some stuff.

Joyce writes some fiction (her term not mine). Joyce's world is a scary place filled with expensive gas, mass transit and religous meeting bans. (I think she has read Soon one too many times).
Three quick thoughts ( I just got back from a 3.5 hr dance recital that my daughter was in about 7 minutes of).
Emily rode mass transit to her downtown job since cars were not permitted in this part of the city and gasoline prices had risen to the point that even in areas where cars were permitted only the wealthy could afford frequent drives.
If cars are not permitted in your town and you don't want to live without a car, than don't live in that town. If the free market ends up causing expensive gas than we should have expensive gas. I am a Republican, I like free markets.
She makes reference to the American Dream Coalition who have a handy PDF on
Rail Disasters I rode Metra downtown for years and I was even in a train accident (it did a Silver Streak at Union Station and hit the stopper at the end of the line. This report makes the point that rail transit is overrated. I think they are nuts and some of their stats make no sense, I may get back to these guys later.
Her knee surgery had been delayed due to socialized medicine. To make things worse, malpractice lawsuits had forced doctors to leave their profession, as they could no longer afford the expensive and required insurance.
The only way we will ever see socialized medicine in this country is if the majority of people end up without insurance and the American voter would never stand for socialized medicine that sucked.
Often afraid of break-ins, Sarah thought back to the literature talking about "safe walks" and scoffed. Even when she was able to walk, she didn’t feel safe. Not everyone who lived in this highly congested housing area was respectable.
Not respectable? What does that mean. Then again in Joyces world you need to cary a gun to avoid getting attacked by montain lions. So anyone that is not at your economic status must be scary. Or perhaps this is a manifestation of the view of some that cities are just scary places.
You know we have places like this with high density housing where people depend on public transportation to get around. They are called cities and people seem to love living in them.
Time to go to bed, more on this tomorrow.

The Guys at the Cross Blog Ask I answer.
I am going to get my wonk on about Obama's Energy Policy.
Senator Obama has a five-step plan to achieve energy independence for Illinois (and I will look at all 5)
Point One:
Invest in Renewable Energy. Obama will support the passage of legislation requiring that by 2020, 20 percent of the nation’s power supply portfolio comes from renewable sources like wind, solar, biomass and geothermal energy.
Well first if you wanted to meet the worlds energy needs with Biomass you would have to have as much land producing 'energy crops' as we currently have producing food. Solar, well right now photolytic cells (direct light into electricity) are only 25% efficient. Due to the lower cost of Natural Gas power plants development of Geothermal power plants has been halted since 1990. Also biomass only generates a few watts of enegery per square meter of biomass, so you need to plant a lot of plants.
Investment sounds nice, I want details.
Point Two:
Maximize Oil Output. Obama will work to ensure that we maximize output from non-environmentally sensitive public lands that are already leased for oil and gas exploration.
What does that mean? I am guessing it means that he will push for more exploration in places we already get oil from?
Point Three:
Increase Ethanol Production. Obama will create a Renewable Fuels Standard that requires that a percentage of our nation’s fuel supply is provided by renewable fuels like ethanol and biodiesel.
With farm subsidies, I know these are popular with our farm friends, however it would take a lot more corn to be put in the ground to significantly reduce our oil usage. Biodiesel is more expensive and has less enegry per gallon than traditional diesel.
Point Four:
Increase Automobile Efficiency Standards. Obama will raise Corporate Average Fuel Economy (CAFE) standards from the current mid-1980’s levels by incorporating already existing new technologies.
To heck with letting the market decide what kind of cars and trucks people want. Also some examples of existing technology.
Point Five:
Increase Refining Capacity. Obama will pressure the Federal Trade Commission (FTC) to more aggressively monitor oil mergers that decrease competition and increase the price of gas. Obama will also penalize oil companies for engaging in anti-competitive practices like redlining, discriminatory pricing, and price zoning.
This is my favorite, increase refining capacity? Since no one wants a refinery in their back yard I suspect he means to expand current refineries (that will make you popular in Joliet). Also you can't just put a refinery in any old place since you either need a pipeline or water access to be able to transport enough raw oil to the facility to make things practical. So that limits where you can put refineries so again I think you are stuck expanding them.
Again if there were more details I could offer some more thoughts but in general these sound like nice ideas, however I can say I want to lose wait. The devil is in the details.

Governor Announces More Than $1.2 Million To Help Hormel Plant: "Hormel Foods will be expanding its operations at child company Rochelle Foods. Tom Cross sent out letters of congratulations to the Democratic Primary winners for the DuPage County Board asking them if there was any way he could help. I have to admit that I thought mine was a real screw up with his office, if an amusing one, until I found out that others had received the same letter. A Republican making overtures to local Democratic candidates in (currently) solid Republican DuPage County. That's smart, real smart.
-- The more I get to know Tom Cross and his team the more I am starting to think that these guys really get it. They understand that good ideas and methods can come from all sides of the fence but they stay true to their core beliefs. Too many folks in both parties can make things too personal sometimes.
That's one of the reasons I link to Rick intelligence and class have no party.

Then again babies don't vote and I suspect that they technically are not "the hardworking people of Illinois".

I guess my question is why Obama is silent about all of this? I have seen nothing on his blog or his offical web site.
He is in the state Senate and this impacts the state budget so it is relevant to how he serves today in the role he serves today.
Does he agree with the Governor that her ruling was politically motivated? Does he not want to take a stand? Does he feel it is correct for the governor to question the ethics of the attorney general? This seems like a great time for him to step up but so far I have heard nothing.
I think his silence says it all.

CHICAGO - Rod Blagojevich showed all of Illinois on Thursday that he is not only an incompetent governor, but that he is unable to differ with someone’s opinion without being condescending and patronizing.
The governor, disagreeing with a legal opinion issued by Illinois Attorney General Lisa Madigan regarding the sale of the Thompson Center in Chicago, questioned whether she was doing the work of the people of Illinois, or that of her father.
At a press conference, when asked about the ruling, Blagojevich implied the Attorney General’s decision was based not on legal precedent, but rather on his continuing feud with Illinois House Speaker Michael Madigan.
“I can’t fault her, it’s her father,” said Blagojevich. “Here we are at the 11th hour and speaker Madigan and I are having some issues over the budget…again, it’s her father…”
Illinois Republican Party Chairwoman Judy Baar Topinka believes the governor’s remarks are an affront to women throughout Illinois, and is calling on Blagojevich to apologize immediately.
“In the sixties we called it being a chauvinist pig, today I call it a governor out of touch,” said Topinka. “For the governor to show such utter contempt and disrespect toward Attorney General Lisa Madigan -- as well as every woman in Illinois -- is unfortunate. I believe the governor should apologize both publicly and immediately.”
The sale of the Thompson Center, which the governor projected would net the state $200 million, was ruled a state debt in an opinion issued by the Attorney General’s office. The opinion also stated that any sale of the Thompson Center would require a three-fifths majority in both legislative chambers.
“One has to wonder if the governor would make such a comment if the Attorney General were a man,” said Topinka. “To her credit, I’ve never heard Lisa Madigan question the governor on whether the decisions he makes are at the bidding of his father in law, Alderman Dick Mell.”

Chicago Tribune | Madigan: State can't mortgage Thompson Center: "In an opinion that could open a $216 million hole in Gov. Rod Blagojevich's budget, the state's chief legal officer declared unconstitutional a bill allowing a mortgage on the James R. Thompson Center in downtown Chicago.
The bill authorizing the loan failed to obtain a three-fifths super majority in both houses of the General Assembly, as required under the Illinois constitution for legislation putting the state into debt, according to Atty. Gen. Lisa Madigan.
'It is my opinion that the transaction is not authorized under the pertinent Illinois constitutional provisions,' Madigan wrote in the opinion, dated Wednesday and released today by Sen. Peter Roskam (R-Wheaton), who had requested it."

Blagojevich ridiculed the opinion as political payback for his fight over the budget and other legislation with Madigan's powerful father, House Speaker Michael Madigan.
"It's her father. You know, I can't fault her," the governor said. "I don't want to get involved in a family deal here but, you know, it's her father. I've got two daughters. I hope they back me on stuff that I do."

Is it just me or is that a huge freakin insult? He is calling her ethics into question and if he is making an allegation of that nature as an attorney doesn't he have a moral obligation to report her to the state bar.
I would want my kids to back me up too, however I would want them to do their job correctly and ethically first and foremost. I would like to think Mike Madigan would want the same thing. I would also think that Lisa Madigan would do what is right, not what her dad wants. She stood up on the Rosemont casino and took a correct position.
If you read the opinion (pdf) it seems to make sense and does not appear to have been whiped together in a couple of days. Then again I am not an attorney.

From the Obama Weblog Memorial Day events. I guess my question is how old time democrats are responding to the influx of 'Dean Heads' ( yes I know all Obama supporters are not Dean Heads) at these and other events?
One of the old sayings in Illinois politics is 'Don't trust someone unless you know who sent them'.
Since at least some 'Dean heads' seem to be motivated in part by the belief that Republicans like me exist for no other reason to repress others (disagree with me, look at some of the message board posts at the Obama blog it's like the Illinois Leader for Liberals). Whereas a lot of local Democrats are actually friendly with Republicans and vice-versa. Also I have found most people involved in politics at the local level (the guys who walk in parades for people running for office) are usually the ones who have been active for years and years, new blood, new energy and new ideas are not always the most welcome.
Yes I know I am generalizing big time here, but it is something to think about. What happens if the "Dean Heads" develop real power in the Democratic Party in Illinois?
