How about every time someone complains about how high their taxes are they then have to explain what government service or program they would cut or fee/tax they would increase that would directly impact them.
For example:
-- Increase the fee I pay for garbage pick up.
-- Expand the sales tax to some services
-- Reduce Aurora's snow plow fleet...
It's easy to say cut, it is harder to say what to cut.
